This used to be very common in the UK, but appears to have died out I think. In the US, there’s lots of myths and legends about why these appear:

In NYC in the 80s shoes over the wires like that mean that there is a drug supplier nearby, and the more shoes the bigger the dealer.
This might explain the shoe thing, and I think it might have got too big for its boots, seems to have started a trend, theres encouraging evidence in all english speaking nations, I thought it might be fun, now I’m wondering what exactly has begun.
And yes I know it was done before anyone had a reason, but with one I wonder what can be achieved.
