How does this sticker mark the presence of radio waves rather than advertise a radio station/program? This post reminded of Warchalking as a method to mark wireless networks.

Yes it’s an advertisement.
What I meant here is that the ad reveals on which wavelength you can get the radio in certain places (towns). Nothing really subtle…
