Using cheap phones or other devices that emanate signals that are interpreted as being from somewhere else generating false signals of massing protestors, or generating signals from an adjacent location, or even from a different time is a curious technique to confuse surveillance systems into generating signalling that is misinterpreted. A bit like the 8-banger fireworks that are used to confuse an enemy into thinking that there are forces at a different location than where they actually are.
